One more pathetic fellowship program for Dalit students!! Re: [ZESTCaste] Fwd: Scholarships for dalit university fellows: please spread the word

Whoever formulated this scholarship idea are either ignorant (if honest) of
basic facts about Dalits and Higher Education or downright NGO-type business
people planning to eat money with ineffective programs (if they are not).
These semi-literates want to work in the area of Higher Education and those
who cannot compose a decent announcement want to organize an intense writing
program for Dalit students along side their university or professional
education!
Why this below-25 age condition? This age condition is one that prevents
most of our Dalit students applying for most of the scholarships,
particularly for studying abroad. Given the peculiar information deprivation
of the students from state universities and rural institutions, by the time
our students get to know about scholarships and grasp the intricacies of
applying for scholarships, they are over-aged already.

One small essay in most of the English dailies is enough to fetch 2000/- or
more. This organization wants to give the same amount for two to four
articles per month!! On top of that, the beneficiary has to attend not only
NAD's workshops but also those directed by it. One hopes Dalit students
don't have to borrow more than 2000/- per month to fulfill these
obligations.

Thank god, they didn't ask for "consistent good academic record" and first
class from SSC onward and such shit.

See this: "write 2-4 articles every month on "different aspect of "Dalit and
education-Primary and Higher" around the world specially focus to South
Asia...."

Oh, even as these students are busy pursuing their studies with NAD
scholarship, they have to reflect and write nearly every week a new article
on Dalits and education!


Either these NAD guys are not serious about their aims or will force their
beneficiaries into some sort of slave labor of letters.

And, do the NAD people, offering this paltry 2,000/-per month, which barely
covers your mess charges, know what they are talking about? How this money
is going to ensure "high quality professional education" for Dalits? If you
studied in your childhood with less money, then open your eyes to today's
campuses and realize that nobody can do an MBA or M.Tech with your alms.

This seems to be caricature extreme of what NGOs do and think and how they
really see Dalit students as beggars and also speak a bombastic language.

If NAD people are serious about helping Dalit students with some financial
help it is a good thing, however uninformed NAD is about relevant matters
such as monthly expenses of a university student or quality of higher
education. But, asking for the impossible and then either trying to
implement it strictly or not taking it seriously, bad for both the students
and NDA. And, going by the quality of this announcement, if these people
monitor the essay/paper writing of these students, it would be a disaster.

New Delhi, April 25, DHNS :

The apex body of industry—the Confederation of Indian Industry
(CII)—is not in favour of mandatory reservation of jobs in private
sector through legislative measures.

B Muthuraman"We feel that compulsory reservation of jobs is not the
solution. We are for affirmative action on voluntary basis to enhance
the representation of candidates belonging to underprivileged sections
in wide spectrum of industry," the newly elected CII President B
Muthuraman told newspersons.

Stressing the need for engaging in affirmative action by the industry
to target inclusive growth he said "the industry is inclined to
recruit more number of candidates belonging to SC, ST and backward
classes. There is no bias."

Quoting latest data complied by the CII, Muthuraman said candidates
belonging to weaker sections like SC and ST constituted 18 to 20 per
cent of total recruitment made by the industry in the last year.

Encouraging response

"The CII Code of Affirmative Action is receiving encouraging response.
We are aiming to make nearly 2000 of our member becoming signatories
to the Code," Muthuraman, who is also the Vice Chairman of the Tata
Steel, said.

"We have also decided to submit a quarterly report on progress on
affirmative action to the government this fiscal onward," he said. In
a bid to promote SC and ST entrepreneurs, he indicated that the CII
would persuade its members to procure components and input materials
from enterprises run by "dalit" entrepreneurs.

Replying to volley of queries on corruption, Muthuraman said the
industry is opposed to corruption and stand steadfastly against any
sort of corrupt practices.

Amnesty scheme

On black money he said "the CII is of the view that there is a need
for an amnesty scheme ...If somebody does not declare (black money)
the government must punish."

However, he suggested "the amnesty scheme can only be announced once.
You cannot have two. Only by an absolute carrot and stick approach
this issue can be solved," Muthuraman said.

He also suggested for transparency in public governance the CII would
press for removal of discretionary powers of government functionaries
which are often "misused".

"Misuse of discretion and standards, lack of transparent rules and
procedures and lack of transparency in public procurement are the key
challenges for governance," he said.
Projecting 8 to 8.5 per cent growth for the economy in 2011-12 the CII
Chief outlined a five-pronged strategy for over 10 per cent growth in
coming years.

The strategy suggests putting as many as 100 mega projects on the fast
track and pushing forward tax reforms like introduction of Goods and
Services Tax (GST). It aims at doubling the contribution of
manufacturing sector in GDP to 25 per cent from 12 per cent, create a
common market and improve investment climate.

It also suggested project monitoring and implementation agency with
specific timelines in order to keep the growth momentum at high
levels.

Lucknow : Calling the BSP government "anti-Dalit", the Bharatiya
Janata Party on Monday alleged the community in the state was facing
maximum problems during Mayawati's regime.

"The BSP calls itself the party of the Dalits. But we have all details
as to how Dalits have been the worst sufferers in the four-year rule
of the BSP," said BJP general secretary Ravi Shanker Prasad who
inaugurated a cartoon exhibition in Lucknow today on alleged
corruption cases of the BSP government.

"Mayawati should tell people how many Dalits were given employment by
the BSP government. If babies and mothers are dying because of lack of
proper medical care, specially among the Dalit communities, how can
the government claim that it has worked for Dalit welfare¿," he said.

Prasad added, "We will tell the people the BSP government is totally
anti-Dalit and it should be voted out of power." He alleged rampant
corruption and breakdown of law and order have hit the state hard.

"Even a month after CMO B P Singh was killed, no arrest has been made.
Riots in Meerut were also due to lack of proper police action," he
said.

"BSP and SP are two pillars of the corrupt UPA government at the
Centre," he alleged. Prasad said the BJP would continue to expose the
scams. He said BJP's "Mahasangram" rallies held to create awareness
among people on these issues were getting an overwhelming response.

Referring to Mayawati's demand for Dalit representation in Lokpal Bill
drafting committee, he said the BSP should first answer some questions
related to the governance in the state. "We have no objection to the
demand for Dalit representation in Lokpal bill panel, but we would
like the Centre to take a decision on this," said Prasad.

New Delhi, Apr 24: Amid Uttar Pradesh Chief Minister Mayawati's demand
for inclusion of a Dalit in the Lokpal Bill drafting committee,
Justice Santosh Hegde said if someone from the community should be
included in the panel, then it should be one of the Dalit ministers.

"If at a Dalit is to be included in the panel, it should be one of the
Dalit Ministers from the government," he told reporters.

His comments came in the backdrop of Mayawati's demand for inclusion
of a Dalit representative in the Lokpal drafting committee Hegde, who
is a member of the committee, had on Apr 23 said, "if you have to have
any caste-wise representation, then this committee can never be
constituted." Another panel member Arvind Kejriwal also said the
government could replace one of the five ministers with a dalit
representative.

KENDRAPADA: Dalit children at a school in Jagatsinghpur district do
not know where they went wrong with their studies because teachers
refused to check their notebooks. "Ame achuta (We are considered
untouchables). The teachers refuse to touch our books and our homework
is never corrected," said Bijaya Mallick, a student of Class IV at the
school at Keutapala in Balikuda block. "If we even touch our teachers
by mistake, they scold us for polluting them," he added.

The 40 odd Dalit students in the school were allegedly singled out and
made to clean classrooms and toilets. "I clean toilets at school,"
said Samir Mallick, a Class V student. He looked puzzled when asked
why he agreed to do so. "The teachers tell me to do it," the
11-year-old boy said. "We are not even allowed to take water from the
drinking pot at school," he added.

Several students and their parents complained that they were victims
of caste discrimination by the school staff since long. The final
straw, however, was when teachers refused to serve mid-day meals to
the children. This prompted incensed parents not to send their wards
to school for the past one week.

"The cook and some teachers, who were entrusted to provide mid-day
meals, abused some Dalit children and refused to give them food. Our
children were also compelled to sit at a distance from upper caste
children during meal time," said Babaji Mallick, the father of a Dalit
student. "We have therefore decided not to send our children to that
school," he added.

The school headmistress, Joshnarani Swain, rubbished the allegations
of discrimination. "We have been regularly providing mid-day meals to
all students and never discriminated against any Dalit child," she
said.

When contacted, BDO (Balikuda) Niranjan Chanda said, "I have asked the
school inspector and welfare extension officer to conduct an inquiry
into the matter. The authorities will take proper action against the
culprits after getting the report," he said.

Expressing concern over the continuation of the obnoxious practice,
social activists in the area said it was unfortunate that caste
discrimination still prevailed in rural areas.
